there is no fuel in the filter thats inline to the carb..is it my fuel pump or is there a another filter like in or around the gas tank that i need to check

there is a fuel sock in the tank and the pump. Pump may be bad or stopped up

Drain and drop the tank, remove pump ass. and inspect. Check fuse for fuel pump.
